Appointments based on merit

  
   Prime Minister Narendra Modi bluntly told his ministers that they will not consent to the recommended appointments of people in key positions. Adding that some departments in the previous UPA government appointments had been rigged by the way it will be finished now. It is an economic newspaper reported.
